The Council held its National Conversation at the Waterview Conference Center featuring the release of our 3rd 20/20 Project on the Homeland Security Enterprise report. The event featured a panel discussion with former government officials now in industry and three conversations with senior officials from the Department of Homeland Security.
Chris Cummiskey – former Acting Under Secretary for Management, DHS
David Haun – former Deputy Associate Director, OMB
Joe Nimmich – former Deputy Administrator, FEMA
Cedric Sims – former Executive Director, Office of Program Accountability & Risk Management, DHS
Dr. Huban Gowadia – Deputy Administrator, Transportation Security Administration
Vince DeLaurentis – Director, DHS Joint Requirements Council
Chip Fulghum – Deputy Under Secretary for Management, DHS
David Haun of Grant Thornton presented the key findings of our third report. The Project’s first two reports established a baseline assessment of the Department of Homeland Security’s (DHS) core management and mission challenges and the significant progress made since its establishment. This year’s report focus is on The Business of Homeland Security and presents insights and perspectives from industry executives, former government officials, and current government officials who are or who have served in the Homeland Security Enterprise.
We convened seven focus group discussions, held numerous one-on-one interviews, and administered an online survey to current and former government officials and industry executives associated with the homeland security mission. In total, more than 200 individuals participated, including representatives from companies that support the HSE; current and former senior government officials from DHS headquarters and its components; and other government agencies including the Department of Defense, Department of Justice, Office of Management and Budget, and the Intelligence Community.
